VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 & 2 INSPECTION REPORT NOS. 50-338/80-38 AND 50-339/80-36 REVISION TO VIOLATION RESPONSE 50-339/80-36-09 On March 10,1981, Virginia Electric and Power Company submitted letter Serial No.
127, the North Anna Power Station response to NRC Violation 50-339/80-36-09. This letter addressed station procedures that had not been maintained current to reflect the as built condition of the plant. The attachment to that letter described our corrective actions associated with the post implementation technical review process for design changes. Our corrective action commitment stated in part:
"A sign off for the Superintendent of Operations will be added to the
' Design Change Technical Review' form.
The Superintendent of Operations, by his signature on this form, will be documenting that either all required control room procedures and lineup checklists have been changed to reflect the modifications made by the Design Change or that instructions have been incorporated in the Standing Order Book addressing temporary operating changes and/or restrictions needed until the procedures and lineups have been changed."
i Our Design Control Program has been enhanced to ensure that priority documents (e.g., control room procedures and lineup checklists) are updated prior to declaring new and modified structures, systems, and components operable. As such, the signature of the Superintendent - Operations is no longer needed to assure that "all required control room procedures and lineup checklists have been changed to reflect the modifications made by design changes or that instructions have been incorporated i
in the Standing Order Book addressing temporary operating changes and/or i
restrictions needed until the procedures and lineups have been changed." Therefore the signature of the Superintendent - Operations is being deleted from procedures controlling the Operational Readiness Review process (which replaced the Technical Review Process) for design changes implemented under our Design Control Program.
This change will aid in reducing the administrative burden of implementing design changes.
