CRYSTAL RIVER UNIT 3 - INTERMEDIATE BUILDING HIGH ENERGY LINE BREAK (TAC NO. M82173)
Our letter dated December 16, 1992, on this subject, documented our agreement with your conclusion that the 3-inch ends of the 6-inch x 3-inch reducer is the most likely location for a terminal end break in the steam piping to the emergency feedwater pump turbine.
The agreement was contingent on completion of surface and volumetric non-destructive examination (NDE) of the four 6-inch welds with no indications requiring acceptance by ASME Section XI analysis.
Your March 4, 1993, letter stated your intent to perform an Inservice Inspection (ISI) program-required volumetric NDE on two of the four welds.
You stated that volumetric examination will include the weldolet to the main steam header and weldolet to the 6-inch end of the reducer that is connected to valve MSV-56, but not comparable welds associated with MSV-55. As justification, you stated that the material, construction, and operating conditions in the areas are similar.
In addition, you noted that the weld areas are not easily accessible, asbestos insulation is present, and a double-ended guillotine rupture is not probable.
You do not intend to perform surface NDE.
Acceptable examination of the welds associated with MSV-56 alone will not provide reasonable assurance of an acceptable level of quality and safety.
Your April 21, 1992, letter identified that your design would not be in full compliance with 10 CFR 50.49 if a break were to be postulated in either of the 6-inch lines. Therefore, we request that you complete the examination of the welds associated with both MSV-55 and MSV-56 to provide the necessary assurance that such a break will not occur.
You also stated that you will inform us by November 30, 1993, whether the examinations will be performed during Refuel 9.
