SUBJECT: NRC INSPECTION REPORT 50 482/93-25 (NOTICE OF VIOLATION)

This letter refers to the inspection conducted by Mr. T. W. Dexter of this

j

office for the period of August 23-27, 1993. . The inspection included a review

1

-of activities authorized for your Wolf Creek Generating Station. At the

,

!

conclusion of = the inspection, the findings were discussed with those members -

of your staff identified in the enclosed report. .

]

Areas examined during the inspection are identified in the report. Within

'

these areas, the-inspection. consisted of selective examination of-procedures

and representative records, interviews with personnel, and observations of

'

'

activities in progress.

Based on the results of this inspection, certain of your activities appeared'

to be in violation of NRC requirements, as specified in the enclosed Notice of

l

Violation (Notice). We are concerned about this violation because it involveu

the failure to delete names of personnel.who were no longer working at your

j

facility from your access list. This violation was identified by your staff

.

as part of your security audit program. However, a Notice of Violation for-

i

this item is being issued, because the criteria in Section VII(B)(2) of the

-

NRC's enfarcement policy were not met. Specifically corrective action for

i

several previously identified audit findings were not effective to prevent

!

..

recurrence of the violation.

You are' required to respond to this letter and should follow the instructions

i

specified in the enclosed Notice when preparing your response.

In your

j

-response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence. After reviewing your response to this

Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further enforcement action is

necessary to ensure compliance with NRC regulatory requirements.

The material enclosed contains Safeguards Information as defined by

10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by

Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the

material will not be placed in the Public Document Room.

The response directed by this letter and the enclosed Notice are not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, Pub. L. No. 96.511.
