Dear Chet:

Enclosed are P&R markups for Section 3.7, Plant Systems, of the ABWR Technical Specifications. For convenience, a copy of the letter dated September 16,1993, transmitting revised LCO 3.7.1 and bases is also enclosed. The markups on LCO 3.7.6, Main Turbine Bypass Valves, is based on our earlier markups and reliability analysis transmitted by my May 19,1993 letter, a copy of which is also enclosed.

Please provide a copy of this transmittal to Mark Reinhart.
