SUBJECT:

SUBMITTING DOCUMENTS IN ELECTRONIC FORM FOR PUBLICATION IN THE FEDERAL REGISTER For each final rule, proposed rule, advance notice of proposed rulemaking, or policy statement that is submitted for signature and publication in the Federal Register, please ensure that your staff includes a 3.5-inch diskette containing a copy of the document in Wordperfect 5.0 or 5.1 as part of the transmittal package. This diskette will be forwarded to the Office of the Federal Register (OFR) and the Government Printing Office (GPO) for.their use in typesetting the document. The diskette is in addition to, not a substitute for, the paper copies of these documents that are required for publication.

By submitting these documents in electronic form, the NRC obtains a discount in the cost of publishing the document in the Federal Register and avoids the creation of typesetting errors when the OFR and the GP0 process the document for publication.

Dear Mr. Chairman:

Public Law 97-415, enacted on January 4,1983, amended Section 189 of the Atomic Energy Act of 1954 to authorize the Nuclear Regulatory Commission to issue and make imediately effective any amendment to an operating license upon a determination by the Commission that such amendment involves no sig11ficant hazards consideration, notwithstanding the pendency before the Comission of a request for a hearing.

In addition, the legislation requires the Comission to periodically (but not less frequently than once every 30 days) publish notice of any amendments issued, or proposed to be issued, under the new authority above.

Enclosed for your information is a copy of the Comission's Biweekly Notice of Applications and Amendments to Operating Licenses involving no significant hazards considerations, which was published in the Federal Reaister on September 1, 1993 (58 FR 46222).
