FOR POINT BEACH NUCLEAR PLANT. UNITS 1 AND 2 In a telephone conversation with Messrs. Hanneman and Baumann of WE on August 31, 1993, Drs. John Chen and Robert Rothman of NRC requested clarification of two aspects of Wisconsin Electric's (WE) commitments for the seismic portion of the Point Beach Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities.
These commitments were made in response to Generic Letter 88-20, Supplement 4, dated June 28, 1991, in WE letters dated December 20, 1991, and September 11, 1992.
The two issues involve the scope of equipment to be evaluated and the seismic hazard curves to be used in the seismic Probabilistic Safety Assessment (PSA).
With regard to the scope of the equipment issue, it is our intention to take the Safe Shutdown Equipment List (SSEL) being compiled to respond to Unresolved Safety Issue (USI) A-46, Seismic Qualification of Equipment in Operating Reactors, and supplement it with the additional equipment necessary to mitigate the seismic PSA accident sequences (e.g.,
loss of coolant accidents, steam line break accidents, and various transients).
These additional systems and equipment would include the emergency core cooling system (ECCS), the containment emergency fan coolers, and containment isolation system, as well as any additional components necessary to provide the required preferred and alternate success paths for safe shutdown.
In this way, we intend to have a single list of equipment, which will be used for resolution of both seismic IPEEE and USI A-46.

9 dentlemen September 8, 1993 Page 2 With regard to the seismic hazard curve issue, it is our understanding that the 1993 recomputed Lawrence Livermore National Laboratory (LLNL) seismic hazard curves are now available for the Point Beach site.
We request that a copy of these curves along with appropriate supporting technical information be transmitted to us for evaluation.
Once we have evaluated this new information (expected within about 30 days of receipt), we will contact you to arrange a conference call or meeting to discuss our intentions on use of the EPRI and/or 1993 LLNL seismic hazard curves in the Point Beach seismic PSA.
We believe that this clarifies our position on these two issues.
We would be pleased to answer any further questions you may have regarding the Point Beach IPEEE.
