TV Electric herewith submits Revision 13 (enclosed) of the CPSES Technical Requirements Manual (TRM). ' Enclosed are the following documents:

, Technical Requirements Manual 1 signed original Revision 13 and 10 copies The attachment contains a page-by-page description of the changes. As has been the TU Electric practice in the past several TRM revisions, all changes described in the attachment have been evaluated for relative significance, In addition, all changes applicable to CPSES Units 1 and 2 have been reviewed under the TV Electric 10CFR50.59 process and found not to include any "unreviewed safety questions".

TRM Revision 13 is being issued on September 14, 1993, and will become effective at 8: 00 a.m. on September 14, 1993.

This is a minor editorial correction to reflect the correct breaker types for surveillance applicable in the plant.

The Containment Polar Crane CP1-MESCCP-01 power supply is being moved from switchgear IEB4 to Plant Support Power System Panel Board IB11-1-1. The Plant Support Porer System is available during outage periods to upport the operation of the containment polar crane required to continue lifting and moving components in the containment. The Containment Elevator / Containment Welding Receptacle panels are being moved from the power supply of MCC 1EB2-2 to Plant Support Power System Panel Board IB11-1-1. The Plant Support Power System is considered mure reliable in outage situations and is not susceptible to being shutdown during refueling operations.
