Atomic Safety and Licensing Board U.S. Nuclear Regulatory Commission Washington, DC 20555 Re: Pacific Gas and Electric Co. (Diablo Canyon Nuclear Power Plant, Units 1 and 2), Docket Nos. 50-275-OLA. 50-323-OLA (Construction Period Recapture) -1

Dear Administrative Judges:

At the end of the evidentiary hearing, the NRC Staff's witness, Mary Miller, indicated the need to make a correction to the transcript regarding the Thermo-Lag compensatory neasures contention (see Tr. 2288, lines 12-13). Ms. Miller cited the need to change the references at Tr. 1436-38 from the "12 kV" switchgear room to the "480 volt" switchgear rooms. We committed at the time to review this matter. We have done so and find Ms. Miller to be correct.

The referenced discussion related to MFP Exhibit F-2, a licensee event report (LER) dated October 7, 1992. The LER reported inoperable smoke detectors and impaired fire barriers located in " Fire Detection Zone A10. " As is clear from the face of the exhibit, " Fire Detection Zone A10 monitors the 480 volt switchgear (ED) (SWGR) rooms for Unit 1." September 7, 1993  !

Page 2 (I II.B). There is no inaccuracy in the LER.. Thus, Ms. Miller's ,

correction is warranted.

The confusion in the Transcript was introduced by my reference to Fire Area 10 ("FA 10") (the Unit 1 12kV switchgear room) identified in Table 1 to PG&E Exhibit 3 on Concention V (the list of Thermo-Lag fire areas). Tr. 1436, at lines 24-25.

However, FA 10 is not the same location as Fire Detection Zone A10  ;

referenced in the LER. The subject of discussion at that time during the hearing was the LER and, accordingly, Fire Detection -

Zone A10. ,

It should be noted that Ms. Miller also testified, in making this correction, that the position taken by the NRC Staff witnesses on the matter was unchanged by clarifying the designation ,

of the area in the plant involved in the referenced LER.

Tr. 2289-90.

We will include these corrections in PG&E's transcript ,

corrections to be submitted on September 15, 1993. We anticipate  ;

that the NRC Staff will do likewise.  ;

very truly yours, P
