ASME CODE CASE N-10 FOR REPLACEMENT STEAM GENERATORS - CATAWBA NUCLEAR STATION, UNIT 1 and McGUIRE NUCLEAR STATION, UNITS 1 AND 2, (TAC N0. M86948)
The NRC staff has reviewed the Duke Power Company's (DPC or licensee) request of July 1,1993, to use ASME Code Case N-10 in the fabrication of the replacement steam generators for McGuire, Units 1 and 2, and Catawba, Unit 1.
Code Case N-10 provided alternative examination requirements with respect to i
the timing of final non-destructive examination (NDE) of ASME Section III, Class 1, welded construction.
Normally, the record radiographic test (RT) is required to be made after the final post weld heat treatment (PWHT) for P-Nos. I and 3 materials. Code Case N-10 allowed the final RT to be made prior to PWHT, provided that an ultrasonic test be performed after PWHT.
This Code case was formerly endorsed by Regulatory Guide 1.85, without restriction.
It was eventually incorporated into the 1986 (and later) Addenda to the 1986 ASME Code. Accordingly, it was annulled as a separate Code case.
It is also incorporated into the 1989 ASME Code.
i The Addenda and the 1989 ASME Code have been incorporated by reference into Title 10 of the Code of Federal Regulations (10 CFR) 50.55a,1993 edition, effective January 1,1993. No restrict'7ns were placed on the corresponding Code subsections incorporating the provisions of the former Code case when the Addenda and the 1989 Code were incorporated by reference into 10 CFR.
The licensee requested relief to use ASME Code Case N-10 because the adopted Code of record for the replacement steam generators is 1986, without Addenda.
The 1986 Code does not incorporate the provisions of Code Case N-10.
The staff has, by prior review as discussed above, concluded that the provisions of former Code Case N-10, incorporated into ASME Section III, 1986 (and later) Addenda, as paragraph NB-5120, are technically acceptable.
However, the staff finds that since Code Case N-10 has been annulled, approval to reference it, as such, is denied.
Instead, the staff is treating DPC's request pursuant to the provisions of 10 CFR 50.55a(a)(3)(1) wherein an equally acceptable alternate examination requirement in the form of ASME Section III, paragraph NB-5120, of the 1986 Addenda has been specified.
