SUBJECT: INITIAL SYSTEMATIC ASSESSMENT OF LICENSEE' PERFORMANCE (SALP) REPORT l

This forwards the initial SALP report (50-313/93-99; 50-368/93-99) for the

Arkansas Nuclear One Station (AN0). The SALP Board met on August 9, 1993, to -;

evaluate the performance of the facility for the period March 1, 1992, through

July 10, 1993. The performance analyses and resulting evaluations are ,

documented in the enclosed initial SALP report.  !

In accordance with NRC policy, I have reviewed the SALP Board's assessment and

concur with their ratings. Sustained excellent performance in the area of 4

Plant Operations resulted in a Category I rating; however, equipment status g

errors were identified late in the assessment period. Good performance in the

areas of Radiological Controls, Maintenance / Surveillance, and ,

Engineering / Technical Support resulted in Category 2 ratings. Sustained >

superior performance in the areas of Emergency Preparedness and Security i

resulted in Category I ratings. Substantially improved performance in the

'

.

area of Safety Assessment / Quality Verification resulted in-a Category l'  !'

rating. Improvements in this area were noted with respect to the timeliness,

clarity, and technical merit of ANO submittals for license amendments,. relief  :

'

requests, and temporary waivers of compliance. Self-assessments and safety

reviews continued to be effective, with rigorous application of root cause

analyses and human performance evaluations.  ;

Overall, licensee performance remained at or above the levels observed in the

prior evaluation period in most functional areas. There were two. noteworthy i

'

differences from the previous evaluation. First was the improvement in the  !

Safety Assessment / Quality Verification functional area that resulted in a  :

, Category I rating. Second was the decline in operations performance evidenced

! by the equipment status errors . identified in the latter part of the assessment: -

i period. '

On the basis of the SALP Board's assessment, the length of the next SALP

period will be approximately 18 months. Accordingly, the next SALP period

will be from July 11, 1993, to January 7, 1995. j

A management meeting has been scheduled with you and your staff on

September 27, 1993, at your ANO facility in Russellville, Arkansas, to review

the results of the initial SALP report. The meeting will be open to the ,

public. Within 20 days of this management meeting, you may previde comments

on and amplification of, as appropriate, other aspects of the initial SALP

report.

Your written comments, a summary of our meeting, and the results of my

consideration of your comments will be issued as an appendix to the enclosed

initial SALP report and will constitute the final SALP report.
