Dear Mr. Chairman:

The NRC has sent to the Office of the Federal Register for publication the enclosed amendments to the Commission's regulations on the physical protection of plants and materials.

These amendments require that armed security force personnel at fuel cycle facilities authorized to possess formula quantities of strategic special nuclear material be qualified for use of assigned weapons using new day firing qualification criteria.

These amendments are necessary to ensure that security personnel are capable of defending their facilities against a group of individuals possessing the capabilities which the NRC ascribes to the design basis threat.

Presently, two licensees will be affected by these amendments.
