VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 2 CLARIFICATION -OF POST-WELD HEAT TREATMENT OPTION STEAM GENERATOR TUBE REPAIR USING LASER WELDED SLEEVES i

By letters dated April 8,1993 and July 28,1993, Virginia Electric and Power Company requested changes to the Technical Specifications for North Anna Power Station Unit 2 to allow steam generator tube sleeving in accordance with the Westinghouse laser welding process. This supplemental submittal provides clarification regarding the use of post-weld heat treatment for the Westinghouse' laser welded sleeving process at North Anna Unit 2.

4 Westinghouse laser welded sleeving process. These reports discuss the optional use -

of post-weld heat treatment as a stress relief technique which provides enhanced corrosion resistance of the welded joints between the sleeves and the steam

-j generator tubes.

, a telephone conversation on August 27,1993, the NRC staff inquired whether we would elect to utilize the post-weld heat treatment option. In response, Virginia Electric and Power Company commits to use post-weld heat treatment for any Westinghouse laser welded sleeves installed in the North Anna Unit 2 steam generators.

This information has been discussed with the NRC reviewer. This clarification does not change the basis for our determination that the proposed change does not involve i

a significant hazards consideration. This commitment only clarifies that post-weld heat treatment will be used in the laser welded sleeving process at North Anna Unit 2. This clarification has been reviewed and approved by the Station Nuclear Safety and Operating Committee.
