Gentlemen:
Via reference 1 (Attachment 2). TH Electric committed to evaluate and report changes to the initial startup test program described in Chapter 14 of the CPSES FSAR in accordance with the provisions of 10CFR50.59.
Attachment I to this letter provides a summary of Safety Evaluation No.
As noted in the attachment, the voice paging and emergency evacuation alarm signals were not audible in certain areas during the performance of TU Electric Startup procedures.
TV Electric has implemented compensatory i
measures as required.
Additionally, TV Electric has issued ONE forms to document this condition and is evaluating the need to implement design l
changes to place additional speakers in the affected areas.

Description of Change (s):
The objective of the test is to demonstrate the capability of the intraplant and plant-to-offsite communication systems to provide adequate communication coverage and audibility.

The acceptance criteria is "that the communication system functions in accordance with design requirements.
The public address and emergency

evacuation alarm systems are audible during the highest expected ambient noise levels.

The activity does not affect any systems, structures, or components important to safety and therefore does not affect any accidents or malfunctions as described in the Licensing Basis Documents.
There are no Technical Specifications associated with this activity.
The evaluation concludes that there is no unreviewed safety question.

" Initial Test Programs for Water-Cooled Nuclear Power Plant." in that low l
power testing has been sequenced and will proceed in a manner such that "the i
safety of the plant is never totally dependent on the performance of untested i
structures systems and components." Any changes to the initial startup test program described in Chapter 14 of the FSAR will be made in accordance with the provisions of 10CFR50.59 and will be reported in accordance with 10CFR50.59(b) within one month of TU Electric's approval of such change.
