SUBJECT: NRC INSPECTION REPORT 50-458/93-24 (NOTICE OF VIOLATION)

, This refers to the special inspection conducted by Messrs. A. Earnest and

T. Dexter of this office, and J. Kniceley of the NRC Region III office, and

other accompanying personnel on July 26-30, 1993. The inspection included the

testing of portions of your security system by NRC and U.S. Army personnel.

At the conclusion of the inspection, the findings were discussed with those

members of your staff identified in the enclosed report.

' Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, observations of

activities in progress, and tests of security system equipment.

Based on the results of this inspection, two apparent violations of NRC

requirements were identified. The apparent violations, failure to adequately

protect Safeguards Information and failure to make a timely incident report to

the NRC, remain under NRC review and will be the subject of future

correspondence. We note that the apparent violation involving the failure to

adecuately protect Safeguards Information, a significant incident on its own,

is of additional concern to the NRC because of the similarity to violations

identified in NRC Inspection Reports 50-458/92-30 and 50-458/93-02, indicating

that your earlier corrective actions may not have been effective in preventing

recurrence.

In addition to the two apparent violations discussed above, a violation was

identified concerning protected area detection aids. A Notice of Violation

(Notice) is being issued regarding the failure of the protected area detection
