This letter refers to the announced inspection conducted by Ms. L. Kay of this office on June 14-25,1993, at the Millstone Station, Units 1, 2, and 3, in Waterford, Connecticut. ! This inspection was conducted to review your actions in response to two previous NRC inspections and to monitor your efforts during your motor-operated valve (MOV) program self-assessment. Ms. Kay discussed her findings with Mr. H. Haynes and other members of

your staff on June 25,1993, at the conclusion of the inspection. A further telephone - discussion with Northeast Nuclear Energy Company engineering staff on July 1,1993, i provided additional information and clarification related to MOV operability evaluations and l ! thrust calculations. Our inspectors also reviewed your actions to resolve an unresolved item previously identified l ' regarding MOVs. The inspection included a review of assumptions and calculations for MOVs that perform safety-related functions to protect the health and safety of the public ! during a design basis accident. This inspection consisted of selected examinations of design ! records and procedures, interviews with personnel, and observations by the inspectors. Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation enclosed herewith as Appendix A. This violation addresses less than adequate and untimely evaluation and documentation of t!.e MOV dynamic test results.
