Radioactive Materials License No. 0145-80; URGENT REOUEST - Submittal of Ganeral Atomics' SVA Decommissioning Project Soil Sampling Plan

Dear Mr. Kapel:

As you are aware, General Atomics (GA) is in the process of decommissioning its HTGR Fuel Fabrication Facility. And, while there were both State of California and U.S.

N uclear Regulatory Commission (NRC) licensed materials (i.e., thorium and highly enriched uranium) used in this facility, by mutual agreement, the NRC has the role of lead agency for this project. That being the case, this work is being conducted in accordance with an NRC and State approved plan titled, "SVA Decommissioning Plan," (Refs.1, 2 & 3).

Further, after consulting with the State of California, the NRC issued a letter dated May 13, 1993, authoiizing GA to proceed with the dismantlement of the SVA facility and removal of the floor drain lines and adjacent concrete floor (Ref. 4).

The dismantiement of the SVA facility superstructure is nearing ccmpletion and cutt ng and removal of the concrete floor and underground drain lines is scheduled to i

commence on about September 15,1993. At that time, GA will need to start collecting soit samples for purposes of demonstrating compliance with approved release criteria.

Accordingly, and pursuant to your previous request, enclosed for review and approval is GA's ' Soil Sampling Plan for Phase II of the SVA Decommissioning Project," dated August 20,1993.

Ad('itionally, inasmuch as the NRC is the lead agency and has been asked to approve the enclosed plan, GA requests that the State of California grant its approval of the plan by communicating a favorable recommendation to the NRC. That being the case, GA will deem NRC approval to also represent the approval of the State of California.
