August 19, 1993 Docket No. 50-458 Gulf States Utilities ATTN: Mr. Philip D. Graham Vice President (RBNG)

Post Office Box 220 St. Francisville, Louisiana 70775

Dear Mr. Graham:

SUBJECT:

RIVER BEND STATION UNIT i - INSERVICE INSPECTION RELIEF REQUEST RR0017 (TAC NO. M86395)

By letter dated April 19, 1993, you requested relief from certain ASME Section XI requirements for hydrostatically or pnuematically testing Code Class 3

=

pressure retaining components as described in Relief Request RR0017 for the 3

River Bend Station.

t 3

The staff has reviewed your request for relief and is enclot.ing a copy of the staff's Safety Evaluation. The staff determined that the requirement to perform the hydrostatic test did not mect the undue burden threshold of 50.55a(g)(6)(i) for granting relief. The staff also reviewed the request pursuant to 50.55a(a)(3) und determined that the proposed alternatives did not f

provide an acceptable level of quality and safety, nor would performing the the hydrostatic test result in a hardship or unusual difficulty.

Therefore, e

Relief Request RR00I7 is denied.

This action completes our activities under TAC No. M86395.
