Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to Nine Mile Point Unit 2 Operating License NPF-69. This application supersedes our application of March 30,1993 (NMP2L 1374). Also enclosed are the proposed changes to l

the Technical Specifications in Appendix A of the above mentioned license. Supporting information and analyses demonstrating that the proposed changes involve no significant hazards consideration pursuant to 10CFR50.92 are included in Appendix B.

The proposed Technical Specification changes contained herein represent a revision to Specification 4.8.1.1.2.e "AC Sources - Operating" and adds Specification 4.8.1.1.2.f.

These will replace the requirement to perform a hot Loss of Off-Site Power test following the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> full power run during shutdown (4.8.1.1.2.e.8) with a requirement to perform a hot restart test following a full loaded diesel run of greater than 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> in any operating condition (4.8.1.1.2.f). Also, current Sections 4.8.1.1.2.f and g are relettered to 4.8.1.1.2.g and h. The proposed changes are consistent with the Improved Standard Technical Specifications, NUREG-1434 issued September 28,1992, and previously approved Technical

Specification Amendment No.13 for Seabrook. In order to support the upcoming Nine Mile Point Unit 2 refueling outage, approval of this application is requested by October 1,1993.

Pursuant to 10CFR50.91(b)(1), Niagara Mohawk has provided a copy of this license amendment request and the associated analyses regarding no significant hazards consideration to the appropriate state representative.
