I SPECIAL REPORT CATAWBA NUCLEAR STATION

UNIT 1 TRAIN A CONTROL ROOM AREA VENTILATION HEATER INOPERABLE FOR MORE THAN 7 DAYS Catawba Technical Specification 3.7.6 requires two independent Control Room Area (CRA) Ventilation Systems to be operable.

In Modes 1,

2, 3,

and 4, with the heaters tested in 4.7.6.b and 4.7.6.e.4 inoperable, restoration must be made within 7. days,

otherwise, a special report must be submitted within 30 days.

During routine surveillance, with Unit 1 in Mode 1,

it was j

discovered that the limit switch for Unit 1 Train A CRA Ventilation l

System damper was off, thus preventing the heater from energizing.

i The Unit 1 Train A heater was declared inoperable on August 1,

1993.

At the time of this discovery, a Nuclear Station Modification (NSM)

CN-50433 to replace the hydromotor for the damper was in progress.

Due to a planning oversight, the step to direct the work team to place a jumper was sequenced improperly in this NSM package.

Corrective actions included initiating a corrective work order to install a jumper to bypass the damper limit switch interlock associated with the heater.

Corrective work order 93055299-01 was cleared on August 4, 1993, and the Train A heater was returned to operable status.
