USE OF POINT BEACH NUCLEAR PLANT GAS TURBINE GENERATOR (G-05) AS AN ALTERNATE AC POWER SOURCE; 10 CFR 50.63, " LOSS OF ALL ALTERNATING CURRENT POWER" (TAC Nos. M84420 and M84421)

The staff has completed its review of your letters dated March 5 and May 14, 1993, regarding the post-overhaul reliability of G-05.

Your letter dated March 5,1993, reaffirmed your commitment to maintain a target reliability of l

95% for G-05, and your commitment to continue your G-05 reliability probram l

(PBNP 3.2.15).

The staff acknowledges these commitments.

Your letter dated l

May 14, 1993, provided the staff with a summary of the results of post-overhaul reliability testing of G-05, in which you concluded that testing has demonstrated that G-05 is capable of achieving a 95% reliability level.

on the most recent data which indicates that you completed 20 consecutive t

successful start and load attempts on May 6,1993,.the staff concludes that G-05 appears to be capable of achieving the required 95% reliability level.

flowever, the staff understands that you will continue the testing of G-05 and improve the confidence level of 95% reliability of the Gas Turbine Generator.

Further, our review indicates that your reliability program for the Gas Turbine Generator satisfies the reliability aspects of Regulatory Guide 1.155,

" Station Blackout."

This completes all licensing action on the " Station Blackout" issue.

Please respond within 60 days of receipt of this letter regarding the implementation of your commitments to satisfy the requirements of 10 CFR 50.63, " Loss of All Alternating Current Power".
