" Loss of Fill-Oil in Transmitters Manufactured by Rosemount."

This supplement documented activities taken by~the NRC staff and the.

industry in evaluating Rosemount transmitters and requested licensees to take'further action to resolve this issue.

Recipients of NRC' Bulletin 90-01, Supplement 1, were requested to review the information for applicability to their facilities and modify, as appropriate, their actions and enhanced surveillance programs implemented in response to Bulletin 90-01, as described in the supplement.

The bulletin supplement requested two actions be performed for operating reactors.

A summary of the requested actions and our response to each is given below.

ACTION 1 Review plant records and identify any Rosemount Model 1153 Series B or D, and Model 1154 transmitters manufactured before July 11, 1989, that are used, or may be used in the future, in either safety-related systems or systems installed in accordance with'10 CFR~50.62 (the ATWS rule).

These transmitters should be replaced or monitored in accordance

RESPONSE

Point Beach Nuclear Plant (PBNP) has a total of 98 Rosemount pressure transmitters installed.

None of these are Model 1153, and only seven are Model 1154 transmitters.

The remainder are either Model 1151 or 3051 transmitters which are not subject to this bulletin supplement.

Three of the seven Model 1154 transmitters are installed as the Unit 1 pressurizer level transmitters, but were manufactured after July 11, 1989 (serial number greater than 500000) and are not affected by this bulletin.

The Unit 2 pressurizer level transmitters are Foxboro models.

The Foxboro transmitters are scheduled to be replaced during the Unit 2 refueling and maintenance outage in the fall of 1993.

_The transmitters will be replaced with Rosemount Model 1154 transmitters manufactured after July 11, 1989, and thus are not subject to the actions requested in the bulletin supplement.

The remaining four Model 1154 transmitters are installed as the Unit 1 and 2 Safety Injection flow transmitters and are subject to the requested actions outlined in the original and supplemental bulletin.

We have replaced the sensor modules in these trans-mitters with units manufactured after July 11, 1989, (serial number greater than 2182605) as requested by the original bulletin.

This action was completed December 19, 1991, and is documented by PBNP Maintenance Work Requests 910677, 910678, and 910836.

There are no Rosemount transmitters in the storeroom at PBNP that are subject to the requirements of this bulletin supplement.

ACTION 2 Evaluate the enhanced surveillance monitoring program to ensure that the program provides measurement data with an accuracy range consistent with that needed for comparison with manufacturer drift data criteria for determining degradation caused by a loss of fill-oil.

RESPONSE

The enhanced surveillance monitoring program was one of the action items described in the original bulletin.

As stated in our response to the original bulletin, an enhanced surveillance monitoring program was not developed at PBNP.

At that time, only four Rosemount transmitters were subject to the requirements of the original bulletin.

These were the Model 1154 transmitters installed as the Unit 1 and 2 safety injection flow transmitters.

units manufactured after July 11, 1989.

Since these transmitters were installed as a stand-by system and calibration records to date l

showed no indication of loss of fill-oil, it was concluded that there was no need to perform the enhanced monitoring program up i

until the time of sensor module replacement.

Because there are no l

Rosemount transmitters affected by this bulletin supplement installed at PBNP, there is no need to develop the enhanced i

surveillance monitoring program.

In summary, we have reviewed plant records and have verified that Rosemount transmitters subject to the actions requested by Bulletin 90-01 and Supplement 1 are not presently installed in safety-related or ATWS mitigating systems at PBNP.

No additional action, as outlined in the bulletin and supplement, is required at l

PBNP.
