Dear Mr. Emeigh:
As you are aware, General Atomics (GA) is in the process of decommissioning its HTGR Fuel Fabrication Facility in accordance with an NRC approved plan titled, "SVA Decommissioning Plan" (Refs.1,2 & 3). Further, by your letter dated May 13,1993, GA was authorized to proceed with the dismantlement of the SVA facility and removal of the floor drain lines and adjacent concrete floor (Ref. 4).
The dismantlement of the SVA facility superstructure is nearing completion and cutting and removal of the concrete floor and underground drain lines is scheduled to commence on about September 15,1993. At that time, GA will need to start collecting soil samples for purposes of demonstrating compliance with approved-release criteria.
l Accordingly, and pursuant to your request (Ref. 4), enclosed for NRC review and approval i
is GA's " Soil Sampling Plan for Phase 11 of the SVA Decommissioning Project," dated August 20,1993.
The enclosed plan is the same plan that I had the opportunity to discuss with you, Mr. R.TVilson, Mr. D. Fauver and Ms. E. Keegan last week (on August 17,1993). A few I
minor revisions have been made for sake of clarity and in response to comments received when we met.
GA is submitting a copy of the enclosed plan to the State of California, Department -
of Health Services (Attn: Mr. Ben Kapel) and suggesting that they indicate their approval by communicating a favorable recommendation to the NRC.
