Low Safety Significance Issue (LSSIR) Resolution RITF Meeting February 20, 2020 1
LSSIR Working Group Recommendations
- The LSSIR WG Memo issued on February 7 (in conjunction with a NRR office director memo to the Regional Administrators
- The memo contained seven recommendations all of which were endorsed by the NRR office director:
- Recommendation 1 - Very Low Safety Significance (VLSSIR) in the inspection program
- Recommendation 2 - Implementation of LSSIR in the new TIA procedure
- Recommendation 3 - Licensing Basis Standing guidance for the new TIA procedure and LIC-100 (Licensing Basis)
- Recommendation 4 year assessment of the LSSIR approach
- Recommendation 5 - Working group to evaluate options for addressing low safety significance (LSS) issues within the licensing basis
- Recommendation 6 - Enforcement Manual revisions to clarify documenting potential compliance issues
- Recommendation 7 - LSSIR-like conceptual approach for managing NMSS cost-estimating resources (potential forward fits) 2
LSSIR Path Forward/Status
- Most significant (based on interest to date) follow-on action is the Lower Right Box - Recommendation 5:
- Effort to address low safety significant (LSS) issues that are within the licensing basis
- Nominally this effort is intended to find ways to more efficiently process LSS issues
- Current status/thoughts:
- Fundamentally LSS issues within the licensing basis must be addressed by either:
- Licensee making changes following authorized change control processes or corrective actions
- NRC reviewing and approving changes (10 CFR 50.90 and/or exemptions)
- A new working group is being established 3
