ACRS REVIEW OF STAFF POSITIONS ON-SECY l 087, " POLICY, TECHNICAL, AND~ LICENSING ISSUES PERTAINING TO EVOLUTIONARY AND ADVANCED LIGHT-WATER REACTOR _(ALWR) DESIGNS" l

I read with interest the ACRS letter to the Chairman of April 24, l

1993 on the subject topic.

I thought their comments on the l

original SECY-90-016 issues of fire protection, hydrogen control, and core debris coolability of particular interest since SECY,

087 is before the Commission.-

The attached memorandum summarizes I

my understanding'of the ACRS concerns as to the staff bases in t

support of these three issues.

In particular, on the question of core-debris coolability of the System 80+ under severe accidents, I assume _that analyses of l

concrete ablation of the reactor pedestal in_large~sph'erical l

containments typical of the KWU-Siemens design performed at Karlsruhe are available to the staff.

Excerpts from a summary of l

this research are enclosed from a report dated December-19, 1988 i

l which presents results of Karlsruhe calculations of core-concrete i

basemat penetration in spherical containments.

I It would appear to me that the staff should analyze the depth of j

core melt penetration as well as gaseous reactant products for the System 80+ and possibly other advanced: light water reactors using equivalent NRC codes and data for these purposes..

I would appreciate your efforts to encourage the staff to buttress its position.on these issues.
