Dear Mr. Wenzel:
I am responding to your letter of July 15, 1993, to Dr. Thomas Murley.
Your interest in enhancing the quality of Employee Assistance Programs (EAP) serving nuclear power plants is appreciated; however, the Nuclear Regulatory Commission cannot assist you in your efforts since we are prohibited by law from endorsing any product or service.
Furthermore, we do not provide l
consulting services to our licensees. The licensees frequently obtain the services of consultants to develop, enhance, and ensure effective programs.
Although we do not publish a mailing list, you may be able to develop one from the enclosed list of utilities licensed to operate nuclear power reactors.
Our fitness-for-duty (FFD) rule only requires that there be "an employee assistance program... offering assessment, short-tera counseling, referral services, and treatment monitoring... designed to achieve early inter-vention..." (10 CFR 26.25). As you can see, there is a wide latitude in how those broad requirements may be met.
We wish you success in enhancing the quality of our licensees' EAP programs.
