SUMMARY

OF MEETING TO DISCUSS AP600 MAIN CONTROL ROOM (MCR) AND TECHf4ICAL SUPPORT CENTER (TSC) HABITABILITY On July 14, 1993, members of the Office of Nuclear Reactor Regulation (NRR) staff met with Westinghouse representatives in Rockville, Maryland, to discuss MCR and TSC habitability systems. Westinghouse presentations included the non-vital heating, ventilation, and air conditioning (HVAC) system and the passive MCR emergency habitability system (VES).

Westinghouse stated that it had performed a basic job task analysis to determine the number of persons expected to be needed in the MCR during emergency response operations.

Requirements for stored emergency breathing air and the MCR's projected heatup rate during passive plant emergency response were based on this analysis. Westinghouse did not discuss projected humidity changes in the MCR during extended VES operations.

The NRR staff requested more information on Westinghouse's plans to provide an operable (functional) TSC to support the MCR staff during periods when passive safety functions (such as the VES) would be called upon to operate.

According to Westinghouse, the TSC is provided with power and HVAC from non-vital ac power sources only.

Therefore, upon a loss of non-vital ac power, the TSC would be neither functional nor habitable.

The NRR staff pointed out that in accordance with NUREG-0676, if the TSC is not functional during an emergency, TSC functions are to revert to the MCR. Westinghouse has not indicated that it has considered the impact of TSC functions reverting to the MCR in the design of the passive MCR emergency habitability system.

The staff has prepared several requests for additional information (RAls) related to the functionality and habitability of the MCR and TSC during events involving the loss of non-vital ac power.

These RAls will be transmitted to Westinghouse in the near future.
