46TH ACNW MEETING FOLLOW-UP ITEMS Based on discussions regarding methods for improving implementation and follow-up of ACNW recommendations, a summary of " Actions, Agreements, Assignments, and Requests" made during each ACNW meeting is sent to your office following each meeting.

Attached is a summary of the " Actions, Agreements, Assignments, and Requests" made at the 46th ACNW meeting, September 22 and 25, 1992, that deal with requests made of the NRC staff or matters that are pertinent to NRC staff activities.

46TH ACNW MEETING SEPTEMBER 22 AND 25, 1992 During its 46th meeting, September 22 and 25, 1992, the Advisory Committee on Nuclear Waste discussed several matters and completed the memoranda noted below.

MEMORANDA Draft Reculatory Guide 8013.

"ALARA Radiation Protection Procram for Effluents from Materials Facilities" (Memorandum to you, dated September 30, 1992) o Procram Plan for the Advisory Committee on Nuclear Waste (Memorandum to Chairman Selin, dated September 30, 1992) j HIGHLIGHTS OF KEY ISSUES CONSIDERED BY THE COMMITTEE 1.

" Guidance on 10 CFR Part 20 ALARA Radiation l

Protection Program for Effluents from Materials Facilities."

A memorandum dated September 30, 1992, was provided to you with Committee recommendations regarding this matter.

During the discussion, Dr. Moeller cited the Part 30 regula-tion issued in 1960 that required licensees to report annually the average concentration and total quantity of cobalt-60 released from steel production furnaces lined with refractory i

bricks in which this radionuclide had been added to measure wall thinning.

Dr. Donald Cool, RES, stated that there have i

been a number of changes to the reporting frequency over the past years.

Dr.

Cool agreed to provide the requested information.

ACNW Four-Month Plan The Committee prepared and approved its next four-month plan.

The plan includes a tabulation of proposed Committee activi-ties for the period October 1992 - January 1993. A memolandum to Chairman Selin forwarded this plan.

Carbon-14 Release Limits The Committee discussed with a member of the Environmental Protection Agency's (EPA's)

Science Advisory Board Subcommittee on Carbon-14 its recent consideration of carbon-14 release limits contained in the EPA's Environmental i

Radiation Protection Standards for Management and Disposal of Spent Nuclear Fuel, High-Level and Transuranic Radioactive i

Wastes.

The briefing was for information only. No action was taken by the Committee.

Site-Decommissionina Manacement Plan (SDMP) List The Committee was briefed by the Division of Low-Level Waste l

Management staff on the Site Decommissioning Management Plan, including the status of cleanup efforts to date, problems identified, and sites identified as priority sites.

This briefing was for information only.

No action was taken by the Committee.

ACNW Future Activities The Committee agreed to the following tentative dates for e

its initial meetings in 1993:

50th ACIN Meeting January 27-28, 1993 Sist ACNW Meeting February 24-25, 1993 The Committee agreed to change the dates for the 48th e

ACNW meeting from November 16-17, 1992, to November 19-20, 1992.

FUTURE SCHEDULE 47th ACIN Meeting and Site Visits October 21-23, 1992 (Tentative Schedule)

Wednesday, October 21, 1992 47th ACNW Meeting Comments on the Proposed HLW Recository The Committee will receive comments on the proposed high-level radioactive waste repository from State, local, and Indian Tribe representatives.

The Committee will hear Work in Procress at the HLW Repository DOE representatives discuss site characterization work in progress, results to date and strategy for setting priorities at the proposed i

Yucca Mountain HLW repository site.

Accelerated Seismic Initiative The Committee will be briefed by representatives of DOE and its contractors on the Accelerated Seismic Initiative.

The briefing will include information on the June 29, 1992, earthquake that occurred near the proposed Yucca Mountain HLW site.

Workino Group Report on Natural Resources The Committee will hear a report from the Chairman of the ACNW Natural Resources Working Group on a meeting to be held on October 20, 1992.

Systems Analysis Acoroach The Committee will continue its discussions of a supplemental request from Chairman Selin on a systems analysis approach to reviewing the overall high-level waste program.

Committee Activities - The Committee will discuss anticipated and proposed Committee activities, future meeting

agenda, and organizational matters, as appropriate.

Also, the members will discuss matters and specific issues that were not completed during previous meetings.

Thursday, October 22, 1992 (Site Visit)

The Committee will visit and be briefed on the DOE Geographic Information System.

The Committee will also visit and be briefed on the remote sensing laboratory in north Las Vegas.

Friday, October 23, 1992 (Site Visit)

Two members and several ACNW staff wi'.1 tour the proposed Yucca Mountain HLW repository site, Midway Valley Trench, Ghost Dance

Fault, LM-300 drill rig, Hydrologic Research Facility, Sample Management Facility and Geoscience Laboratory, and the "X" Tunnel at Little Skull Mountain.

September 22 and 25, 1992 Working Group Meetings Potential for the Presence of Natural Resources at a HLW Repository Site, October 20, 1992, St. Tropez Hotel, 455 E. Harmon Avenue, Las Vegas, NV - The Working Group will discuss methodologies for the assessment of the potential for the presence of significant natural resources at the proposed high-level waste repository site at Yucca Mountain.

The relationship between future exploration for such resources and the potential for human intrusion will be emphasized.

The Impact of Lona-Rance Climate Chance in the Area of the Southern Basin and Rance, November 18, 1992, 7920 Norfolk Avenue, Bethesda, MD The Working Group will discuss the significance of climate change as it may impact the performance of the proposed Yucca Mountain repository over the next 10,000 years.

Specific topics include data identification, acquisition and interpretations, which can be used to predict potential changes to natural conditions at the site.

Quality assurance and use of data in developing and validating computer models for predicting global and regional climate, as well as for characterizing the uncertainty in such predications will also be discussed.

Phase 2 of the HLW Iterative Performance Assessment (IPA), Dec-ember 16, 1992, 7920 Norfolk Avenue, Bethesda, MD The Working Group will be briefed by DOE representatives on the status of the DOE's Total System Performance Assessment.

The Working Group will also review the progress of Phase 2

of the HLW Iterative Performance Assessment effort by NRC.

Syneraistic Data Needs for Resolvina Volcanic and Tectonic Concern at Yucca Mountain, (Date to be determined), 7920 Norfolk Avenue, Bethesda, MD The Working Group will attempt to determine what data are necessary to resolve and/or move toward closure in the subject areas.

Also to be determined, is how and by whom those data will be analyzed.
