Docket No. 50-354 August 4, 1993 Mr. Steven E. Miltenberger Vice President and Chief Nuclear Officer i
Public Service Electric and Gas Company Post Office Box 236 Hancocks Bridge, New Jersey 08038 l
Dear Mr. Miltenberger:
j
SUBJECT:
NEUTRON FLUX MONITORING INSTRUMENTATION, HOPE CREEK GENERATING STATION (TAC NO. M77893)
On April 7,1993 the staff sent a letter to you on this subject. The staff's letter requested you to review your neutron flux monitoring instrumentation against the criteria of NED0-31558 and to provide a letter to the NRC documenting the results of your review.
In your letter dated June 15, 1993, you stated that "PSE&G has completed its evaluation and concludes that the
+
Hope Creek neutron monitoring instrumentation meets the alternate criteria specified in NED0-31558 without modification."
l The staff's letter also requested you to perform a plant-specific evaluation to review the power supplies to the neutron flux monitoring instrumentation, t
including recorders.
This review should verify that power would not be lost during design basis events by load shedding logic or similar schemes, and that a single power supply failure would not cause the loss of all channels. The i
staff requested that you include the results of this review in your response to the staff on this issue.
Your June 15, 1993 letter does not explicitly address this issue. On July 2,1993, the staff contacted Mr. Mel Gray of your staff to clarify this issue. Mr. Gray stated that your evaluation verified that power would not be lost during design basis events by load shedding logic or similar schemes, and that a single power supply failure would not cause the loss of all channels.
4 Based on your evaluation, the staff concludes that your post-accident neutron flux monitoring instrumentation meets the criteria in NE00-31558 and is therefore an acceptable alternative to the guidance in Regulatory Guide 1.97, Revision 3.
I Sincerely,
/S/
Stephen Dembek, Project Manager Project Directorate I-2 Division of Reactor Projects - I/II Office of Nuclear Reactor Regulation cc:
