SUBJECT:

NRC INSPECTION REPORT 50-458/93-21

This refers to the inspection conducted by Messrs. H. F. Bundy, M. E. Murphy,

and L. E. E11ershaw of this office on June 21 through July 16, 1993. The

inspection included a review of activities authorized for your River Bend

Station facility. At the conclusion of the inspection, the findings were

discussed with you and those members of your staff identified in the enclosed

report.

Areas examined during the inspection are identified in the report. They

included evaluation of licensee self-assessment capability, feedback of

operating experience information, and followup on previous inspection items

involving commercial grade procurement. Within these areas, the inspection

consisted of selective examinations of procedures and representative records,

interviews with personnel, and observation of activities in progress.

Although you have demonstrated a strong ability to self-identify plant

operational issues through your audits and assessments, we are concerned about

your need to implement effective corrective actions as reflected by the number

of repeat problems identified and the high number of open corrective action

documents. During this inspection, you and members of your staff discussed

the development of a proposed strategic plan. Please inform this office when

you finalize your plans for addressing the issues you have identified. At

that time it may be useful to have a meeting to discuss your plans, priorities

and schedule for accomplishing your goals.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and its enclosures will be placed in the NRC Public Document Room.
