HADDAM NECK PLANT - SYSTEMATIC EVALUATION TOPIC VI-4, " CONTAINMENT ISOLATION SYSTEM" (TAC NO. M51935)

The NRC has completed its review of the Systematic Evaluation Program (SEP)

Topic VI-4, Containment Isolation System, for the Haddam Neck Plant. The purpose of this review was to determine if the deviations from the requirements of the. General Design Criteria-(GDC) as identified by the NRC staff in NUREG-0826, " Integrated Plant Safety Assessment Systematic Evaluation Program" are acceptable. We note that while some of the. isolation. provisions for the individual penetrations identified -in NUREG-0826 have been upgraded others have not. Many of the piping penetrations still do not meet the provisions of the GDC. By letter dated September.18, 1993, the Commission concluded that plants with construction permits issued prior to May 21, 1971, do not need exemptions from the GDC.

In addition, the Commission stated that.

"While compliance with the intent of the GDC is important, each plant licensed before the GDC were formally adopted was evaluated on plant specific basis, determined to be safe, and licensed by the Commission."

In particular, Connecticut Yankee Atomic Power _ Company (CYAPCO)'has stated that essentially none of the penetrations meet GDC 2.

Our review of the intent-of the SEP Topic was that it was-to address.only GDCs_54 through 57,--

dealing with the configuration of the penetrations. The seismic-issue is a separate issue and will be addressed under a' separate review. Our-evaluation of the' penetrations is.provided in the' enclosed safety evaluation. We. have.

concluded that all penetrations either meet the provisions of or_ the intent; of the GDCs 54 through 57 except for penetration 39.. By. letter dated July '2,:

1 1993, CYAPC0 has agreed that for this penetration a second barrier will be added. CYAPC0 is still investigating how best-to' provide this barrier and will. provide a resolution'by November 30, 1993.

In addition,~the staff has requested CYAPC0 to assure that all automatic isolation valves take the position of greatest safety upon loss-of power and that test, ~ vent, and drain lines 'are' administratively controlled or provided with locking. devices to

- ensure they are effectively isolated.- Therefore, based their commitment to; add a:second barrier to penetration 39 and their previous committments to_re-q review automatic and manual valve positioning, _we consider SEP Topic VI-4 and' TAC No. M51935 complete.
