Backaround On November 30, 1990, the former Condition 21 of License SNM-1067 was revised to require that CE expand its Emergency Plan to include the criteria and-
.j methodology for responding to an emergency at the Windsor site. By letter.
dated June 27, 1991, CE submitted an amendment application to satisfy.
Condition 21. By letter dated May 12, 1993, the Nuclear Regulatory Commission -
l staff requested additional information. On June 10, 1993, CE provided i
supplemental information to respond to the staff's request.
Discussion CE-implemented Condition 21 requirements by providing a nuclear accident analysis that indicates that a nuclear accident in either Building 6 or 17 could not result in' exposures outside controlled areas in excess of the I rem j
criteria in 10 CFR 70.22(1)(1). CE concluded that all.affected personnel would be within a' controlled area and are',. therefore, covered by the Emergency -

In a letter to CE dated May 12, 1993, the staff indicated that CE's- '
calculated dose outside Building 6-A (non-nuclear) could ~ exceed 1. rem as a result of a criticality, and therefore, CE should provide.a communication system which can quickly notify personnel inside the building of an emergency that requires sheltering or other action. By letter dated June 10, 1993, CE indicated that personnel in Building 6-A will be notified by a communication 3
system to stay inside the building during an emergency. CE's commitment to notify personnel.in Building 6-A of an emergency was verified by a Region I~
Inspector,' as reported in NRC Inspection Report No. 70-1100/93-01, dated 1
