REVIEW 0F ROSEMOUNT TRANSMITTER ISSUES i

Recent information made available to the NRC indicates the agency may not have been made aware of all the technical information surrounding the Resemount

" loss of fill-oil" issue. You are to conduct an indepth review and evaluation of the Rosemount transmitter loss of fill-oil technical issue to determine whether the agency should require licensees to take additional action beyond that specified in NRC Bulletin 90-01 and 90-01, Supplement 1.

i In carrying out this assignment you should be guided by the following:

1.

Review and evaluate the information and data used by the staff in arriving at the requirements set forth in Bulletin 90-01 and 90-i 01, Supplement 1.

2.

Obtain a thorough understanding of the technical basis for the staff's decision.

Interview whatever staff personnel you deem i

necessary.

3.

Obtain and review technical information and data regarding the Rosemount transmitter issue which is in the possession of 01 and DIG. Determine whether there was any technical information in the possession of OI or OIG which the technical staff did not have.

Determine whether the information was germane to the staff decision set forth in Bulletin 90-01 and 90-01, Supplement 1.

4.

Interview key indntry personnel involved in the irettry's generic input to the NRC regarding the performance of Rosemount transmitters to determine whether they have additional generic information which was not provided to the NRC staff responsible for deciding staff actions. You should specifically include the following organizations / personnel in your interviews:

I understand that fossil utilities are proposing to change the design of the Rosemount transmitters because of oil leakage i

concerns. Pursue this matter with Rosemount and EPRI to i

understand why they are being changed out in fossil facilities but they did not believe it was necessary for nuclear facilities.

6.

The OIG will provide an observer (Ray Scott) who will accompany you during the conduct of your activities as the OIG deems appropriate. Keep Mr. Scott informed of your plans and activities on a continuing basis.

7.

In the event you need special staff expertise you may draw on any i

staff who were not directly involved in the previous staff decisions regarding the Rosemount transmitter issue. You should inform Mr. Partlow or me if you require assistance in obtaining necessary assistance.

8.

Upon completion of your review, recommend what if any, additional 1

actions the agency should take regarding the Rosemount transmitter i

oil-loss matter.

Provide the rationale for your recommendations.

If there are any lessons learned from your review to improve future similar staff actions, identify them. Submit your report' t

to the Director, Office of Nuclear Reactor Regulation (NRR) with a copy to the Executive Director for Operations (EDO).

Take day-to-day direction regarding your activities from Jim Partlow, Associate Director for Projects, NRR. Provide periodic i

briefings to the Director, NRR and advise me of your activities on an approximately weekly basis.

10.

Maintain records of the information you collect and document the results of interviews to the extent necessary to capture all salient information.

II.

This assignment has priority over all other assignments and should be conducted expeditiously.
