SUBJECT: NRC INSPECTION REPORT NO. 50-325/93-11 AND 50-324/93-11

This refers to the inspection conducted by R. Moore of this office on

February 22-26, 1993. The inspection included a review of activities autho-

rized for your Brunswick facility. At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

report.

We understand that you do not intend to refurbish safety related ABB 4.16 kV

breakers prior to Unit 2 Restart. These breakers have been installed in

service approximately 20 years and the vendor recommendation for a ten year

refurbishment cycle had not been implemented.

Further, these breakers may be

susceptible to a lubrication hardening failure mechanism identified in a 1989

10 CFR 21 notification.

Please respond and provide the basis for this

decision and your schedule for completing refurbishment of the ABB 4.16 kV

safety related breakers.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, violations or deviations were not identi-

fied.
