Gentlemen:

SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-325/93-08 AND 50-324/93-08)

This refers to the inspection conducted by G. Wiseman of this office on

February 22-26, 1993. The inspection included a review of activities autho-

rized for your Brunswick I and 2 facility. At the conclusion of the inspec-

tion, the findings were discussed with those members of your staff identified

in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Notice of

Violation (Notice). The violation was cited because you did not

hydrostatically test fire protection piping in accordance with your design

specifications or the applicable National Fire Protection Association stan-

dards. The inspection also revealed that fire protection procedures had not

I been updated to reflect facility and organizational changes. A Nuclear

Assessment Department audit in October 1992, identified similar problems and

the need for increased management attention in the fire protection area. You

are requested to include in your response to the enclosed Notice, action taken

and planned to strengthen management control over the fire protection area.

You are required to respcad to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response. In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence. After reviewing your response to this

Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.
