This letter refers to the safeguards inspection of activities authorized by NRC License Numbers

DPR-21, DPR-65 and NPF-49 conducted January 11-15, 1993, at Berlin and.Waterford,

Connecticut. The inspectors, Messrs. D. F. Limroth and G. C. Smith, of this office were

accompanied by Ms. N. E. Ervin of the NRC's Office of Nuclear Reactor Regulation. Findings

of the inspection were discussed with members of your staff during the inspection and were

summarized by Mr. Limroth with Messrs. Ahlstrand and Dente and others at the conclusion of

l

the inspection.

The inspectors assessed the implementation of your Access Authorization Program in order to

detennine whether applicable regulatory requirements reflected in your Physical Security Plan

have been satisfied. The inspection consisted of selective examination of procedures and

representative records, personnel interviews and observations by the inspectors.

We found that the Access Authorization Program is generally effective and directed toward

assuring public health and safety. No immediate safety concerns or violations of regulatory

requirements were identified; however, several weaknesses, which are discussed in the enclosed

repon, warrant attention.

No response to this letter is required. Your cooperation with us is appreciated.
