i MONTICELLO NUCLEAR GENERATING PIANT lbehet No. 50-263 License No. IFR-22 Main Steam Line Flow Element Response In our letter to you dated December 28, 1971, a procedure was outlined for detemining the response of the modified main steam line flow elements at the Monticello Nuclear Gmerating Plant. The outline of the procedure stated that if the data up to 80% of rated steam flow falls within the test acceptance criteria, the set points will be set at the extrapolated value corresponding to 140% of rated steam flow; further, that if the data up to 100% of rated steam flow falls within test acceptance criteria, the set points will be left at 140% of rated steam flow.

We vill revise the procedure and limit the settings to 120% of rated steam flow for the re-start test procedure and continue with these settings for a period of time sufficient to determine the effect of the lowered set points on plant operations.

We are not able to predict the overall effect of this significantly lowered setting on possible increased frequency of plant trips, required valve exercising at full load, etc.

If this accumulation of data and operating experience indicates that the 120% setting limit has an undesirable overall effect on plant operations, we will discuss with DEL the need and jus-tification for increasing the settings.
