The Atomic Safety and Licensing Board issued a Memorandum j l ,

and Order on July 18, 1990 which dismissed Intervonors as the  !

sole party to the above-styled administrative proceeding.  !

Since Intervenors were the only party seeking intervention in this administrative proceeding, the Atomic Safety and Licensing i Board's July 18, 1990 Memoranduin and Order also dismissed the  ;

entire administrative proceeding.  !

l Because counsel for NEAP, Ms. Billie P. Garde, Esq., is  !

attending an Attorney Convention in California, and because of i the time constraints imposed by the Federal Regulations for  !

filing a Notice of Appeal, the Executive Director of NEAP, Thomas Saporito, filed this Notice of Appeal on behalf of NEAP.  !

Please be advised that Ms. Garde, Esq. will follow this Notice i of Appeal with a formal Appeal Brief as permitted by the Federal Regulations on behalf of NEAP within the time limits set out in ,
