Enclosed is an application from General Atomics for a license to export 50.76 grams of low enriched uranium (19.9%) to France for irradiation tests in the Siloe Research Reactor. This is a replacement for export license XSNM02450 which expired before the material was ready for shipment.
A letter of assurance is required that the material will be subject to all of the terms and conditions of an agreement for cooperation. Your assistance in obtaining the necessary assurances will be appreciated.
The companion export license application (XMAT0349) for 4 kilograms of nuclear grade graphite is being forwarded to the Executive Branch for review.

Additional Information The ultimate end use, i.e., test / irradiation, has been arranged by the U.S. Department of Energy through the Commissariat a L'Energie Atomique (CEA) as part of the U.S. National DOE Modular HTGR Program. The fuel compacts to be exported will be assembled into a small (approximately 2,4-inch diameter by approximately 15.7-inch long) graphite test element.
The test element will be irradisted in the COMEDIE loop of the experimental facility in the Siloe reactor at the Center d'Estude Nucleaires de Grenoble located at Grenoble, France.
The purpose of the test is to study fission product plateout, Ilft-off and wash-off.

Applications for Licenses to Export Special Nuclear Material and Nuclear Grade Graphite to France
Dear Mr. Peterson:
The U.S. Departnent of Energy (DOE) has arranged throegh the French Ca: mis-1 cariat a L'Energie Atomique forned in the CCHEDIE expeti(nental loop of the Siloe reactor in Greno France.
This test, a part of the DOE's National Modular frMR Program, involves the irradiation of a fuel test ele cnt and a reflector test eleient i
for purposes of studying fission product platoout/ liftoff and washoff.
General Atcmics (CA) is under contract with DOE to supply the sml1 fuel and reflector test elutents (one each) which are 6.1 cm in dianeter and 40 cm and 47 cm in length, respectively.
These test eierents are fabricated fran nuclear grade graphite, i.e., Great Lakes Carbon Ccupany Grade H-451.
The fuel test element will contain about 10 grams of U-235 in the form of uranium enriched to a maximam of 19.9 w/o.
The chattical fonn of the uranium is uranium oxicarbide (Uoo) which is physically in the fonn of ceramic coated fuel p'trticles formd into bonded fuel ecmpacts.
i Accordingly, enclosed are two applications for export licenses to France; one I
for the special nuclear material (i.e., 10 grams U-235) and one for the nuclear grade graphite (i.e., 4 kg H-451 graphite) comprising the fuel and i
reflector test elcient bodies.
Please note that CA previously applied for and was granted export licenses XbaT0340 and XSNM02450 in support of this program.
Because of program delays, CA has a continuing nood for such licenses and thus this request.
