Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Technical Specifications Change Request: Required Shutdown Margin Curve - Relocation to COLR Gentlemen:
South Carolina Electric & Gas Company (SCE&G) hereby requests an amendment to the Virgil C. Summer Nuclear Station (VCSNS) Technical Specifications.
Specifically, the proposed amendment relocates figure 3.1-3, " Required Shutdown Margin (Modes 3, 4 and 5)." to the Core Operating Limits Report (COLR). Additionally, the proposed change revises Basis 3/4.2.1, " Axial Flux Difference," to refer.to the COLR:rather than the Peaking Factor Limits Report (PFLR). Amendment-No. 88 to'the VCSNS Operating License replaced the PFLR with the COLR.
In a letter dated May 3, 1990..SCE&G advised the NRC of plans to submit a Technical Specifications Change Request to revise the Modes 3 and 4 curves in Figure 3.1-3.
After discussing this intent with J. J. Hayes, Jr., and L. P.
Modenos (both of the NRC), SCE&G decided, instead, to request _ relocation of the figure-to the COLR. VCSNS is currently administratively-controlling operations to abide by a more restrictive Required Shutdown Margin curve than Figure 3.1-3.
Upon approval of this amendment request VCSNS will revise the COLR to incorporate the more restrictive curve. To support this revision, SCE&G requests that the NRC review and approve this Technical Specifications Change Request by November l',
1990.
The marked-up pages for the proposed amendment are provided in Attachment 1. provides the' required Safety Evaluation. The proposed No Significant Hazards Evaluation;is provided as Attachment 3.
This request has been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee.
