HIGHLIGHTS OF WEEKLY INFORMATION REPORT WEEK ENDING JUNE 29, 1990 210N The Diagnostic Evaluation Team (DET) at Zion has identified several issues during its inspection. One of the major problems found by the team is related to inconsistencies in motor operated valves (MOV) torque switch settings. The licensee did not have proper control on the data used for the switch settings.

There are four different lists of settings, and no two lists agree with each other or with actual settings. However, neither the licensee nor the region consider the valves inoperable.

On June 22, 1990, Region III issued a Confirmatory Action Letter which con-firmed the actions expected from the licensee regarding the operability ei these valves. By letter dated June 26, 1990, the licensee confirmed inat all of the IEB 85-03 MSVs are operable (or will be operable) after tak.ing appro-priate actions for each valve involved. The licensee is expected to re-evaluate its response to IEB B5-03. Region III has the lead on this issue, however,- NRR is working closely with them. The DET has scheduled an exit meeting with the licensee on June 29, 1990.

Second Buildino Status On June 28, Mr. Springer participated in a working session with the GSA negotiating team and th: White Flint North Partnership negotiating team to discuss the terms and final wording of a lease agreement for the second building. The three hour session did not result in completion of the task and resumption of the talks is scheduled for July 2.

Both the Government and the Partnership participants are hopeful that the lease will be put in final form before the developer presents a final site plan proposal to the Montgomery County Planning Board on July 12.

OWFN Cafeteria Construction work on the cafeteria was completed during the week. On June 27, upon completion of a contest among NRC employees to name the cafeteria, we completed the design review of the new cafeteria logo, the menu board and other signs. The name selected is "New Reg Cafe."

We met with representat e. of Blind Industries and Services of Maryland, GSA's Concessions Group, and the operator, Nelson Garber, on June 27 to discuss last-minute issues related to the installation and hookup of equipment and the opening schedule. Blind Industries indicated that they would not be ready for opening before July 16.

Mr. Garber, and his wife Susen will operate the New Reg Cafe, which they hope to open for business on a limited basis on July 16. A formal opening with appropriate fanfare is planned for July 23.

l l-GRAND GULF NUCLEAR STATION An agreement is expected to be signed by the Governor of Mississippi during the week of June 24, 1990 that would provide for distribution of Grand Gulf Nuclear l

Station _(GGNS) tax revenue among 45 Mississippi counties-served by Mississippi 4

i Power and Light Company and the City of Port Gibson. The agreement would re-l quire Port Gibson and Claiborne County governments to carry out their emergency I

plans in response to an emergency at GGNS. These local governments have indi-l cated that the present distribution of tax revenues does not provide sufficient funds to implement the plans. Until the agreement is implemented, Entergy Operations, Inc., the licensee for GGNS, has developed back up emergency plans to be implemented by the State government.

1 SHOREHAM l -

The staff.was advised by LILCO that Governor Cuomo toured the Shoreham plant on June 28, 1990. After the tour, a press conference was held. LILCO plans to announce a joint filing (with LIPA) of an application to the NRC for trans-fer of a Defueled Operating License from LILCO to LIPA. The staff's review of LILCO's application for converting the Shoreham full power license to a de-fueled operating license is in progress.

Yankee showed that for Cycle 12, only one CEA of the old design will be used and that CEA has not had previous exposure. The staff is notifying Maine Yankee by letter that we have no problems with the proposed startup.

In the afternoon, the CE Regulatory Response Group (RRG) presented the generic status of control rods in CE plants. Evidence was presented to demonstrate that the failure experienced in Maine Yankee was a problem only for that type i

of design at exposure levels attained after several operating cycles. The design is now obsolete and potential near term problem' plants, currently opera-ting with these control rods at advanced exposure, are limited to St. Lucie 1, i

Calvert Cliffs 2, and Millstone 2.

Discharge of the'high exposure control rods at the next refueling was proposed for each of these plants. However, the staff is-not comfortable with the assurance provided that no failures are likely during the continued operation (2 years for Calvert Cliffs 2, 15 months for St. Lucie 1, and 3 months for Millstone 2). The staff action plan, possibly requiring periodic rod insertion testing, is under review.

Procurament Issues Discussed at Rocion III Licensee Conference On June z5-26, 1990, the Vendor Inspection Branch Chief of NRR participated in the Region 111 Licensee Conference as a co-facilitator in a breakout session on Procurement and Commercial-Grade Dedication. The session was attended by approximately 30 persons, including 3 plant managers. There was general con-se.nsus among all session attendees on the need for up-front planning in the procurement process to include engineering involvement in procurement specifi-cations, receipt and dedication tests and analysis. Much discussion was focused on the methods of identification and ratification of critical charac-teristics in the procurement and dedication process.

Use of PRA to Evaluate Tech Specs A member of the Technical Spe-ifications Branch (OTSB) in NRR and Dr. Bahman Atefi of SAIC, a consultant to OTSB, attended an IAEA conference in Vienna, Austria on "The Use of Probabilistic Safety Analysis to Evaluate Nuclear Powar Plants' Technical Specifications". The conference was held from June 18 to June 22, 1990.

Two representatives from EPRI were the only other representa-tives from the United States. The conference was ettended by delegates from 19 countries. There appears to be considerable interest in the use of probabi-listic risk assessment in many countries and although it was generally agreed that there are some problens to be solved, it was also the consensus of those present at the conference that these problems can be solved and that the use of Technical Specifications based on risk have the potential to improve both safety and plant availability. Some countries, especially the U.K. and Finland,

already have advanced prograns.

Issuance of Generic Letter 90-05 on Temporary Repairs (EMCB)

On June 15, 1990, NRR issued Generic Letter 90-05, entitled " Guidance for Per-forming Tenporary Non-Code Repair of ASME Code Class 1, 2, and 3 Piping."

Section XI of the ASME Code specifies code-acceptable repair trethods for flaws that exceed code acceptance limits in piping that is ir service. A code repair is required to restore the structural integrity of flawed ASME Code pipino.

Those repairs not in conpliance with Section XI are non-code repeirs. However, JUNE 2P 1990 ENCLOSURE A il'

3 the required code repair may be impractical for a flaw detected during plant operation unless the facility is shut down. As stated in Generic Letter 90-05, the staff continues to find temporary non-code repairs of Code Class 1, 2, and-3 piping unacceptable without' specific written relief granted by the NRC.

However, Generic Letter 90-05 provides guidance that will be considered by the staff in evaluating relief requests submitted by licensees for temporary non-code repairs of Code Class 3 piping.

On June 20, 1990, the staff was notified of a leak in a service water system piping at Hope Creek. A pinhole leak was detected in a 30-inch diameter-epoxy-lined carbon steel Class 3 piping. Public Service Electric and Gas Company (PSE&G) proposed to perform a temporary repair according to the gui-dance in Generic Letter 90-05. Thus, Hope Creek became the first plant to utilize the guidance in Generic Letter 90-05. The staff is reviewing PSE&G's proposal and has requested additional information addressing the structural i

integrity, inspectability, and the consequence of a~ failure of the repair.

PSE&G will submit a request for relief from code repair.

.o Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending June 29, 1990 INDUSTRIAL AND MEDICAL NUCLEAR SAFETY Fuel Cycle Safety Oconee Nuclear Station The initial transfer of sc - fuel to the Oconee Independent Spent Fuel Storage Installation (ISFS',

scheduled for the week of June 25, has been delayed while the licensee evaluates the acceptability of certain welds for the transfer cask and several storage canisters. Some radiograph test results are missing or are of poor quality, while other radiographs show indications which require further evaluation. The licensee's Quality Assurance department is in the process of determining what additional testing, if any, is required for the welds in cuestion.

Nuclear Fuel Services, Inc. (NFS)

I On June 21, 1990, NFS personnel met with staff from the Offices of Nuclear Material Safety and Safeguards and General Counsel to discuss the requirements for financial assurance for decommissioning, as required by the recently-promulgated 10 CFR Part 70.25. A pre-existing escrow account will satisfy the requirements for a certification of financial assurance for decommissioning.

Allied-Signal, Inc. - UF, Release On June 18, 1990, Allied-Signal reported a release of uranium hexafluoride (UF )

g from a pigtail assembly of the sampling system at their UF, conversion f acility in Metropolis, Illinois. The licensee suspects that the pigtail assembly was blocked due to the formation of uranyl fluoride. The release began during removal of the blockage. Althouoh some material was transferred to the outside through an exhaust fan, the incident did not result in an offsite release of-uranium. On June 19-20, 1990, Office of Nuclear Material Safety and Safeguards and Region III staff were dispatched to the facility to review the incident.

The licensee is evaluating an inline sampler which would eliminate use of the-pigtail assembly.

Advanced Nuclear Fuels. Inc. (ANF) - Decommissioning Funding Plan i

Medical Use Safety Society of Nuclear Medicine Annual Meeting During the week of June 19-22, 1990, members of the Medical, Academic and Commercial Use Safety Branch attended the 37th annual meeting of the Society of Nuclear Medicine in Washington, D.C.

The meeting provided an excellent opportunity to cain information regarding current developments in the field.

SAFEGUARDS AND TRANSPORTATION Transportation Revised Operating Procedures for Transport of Cesium Chloride Capsules On June 20, 1990, the Transportation Branch approved revised operating procedures for the package used to transoort cesium chloride. capsules from the facilities of Radiation Sterilizers. Inc., to Hanford, Washington. Residual water was tound inside the Model No. 1500 cask during previous shipments.

Shipments had been suspended pending identification of the source of the water.

It.was determined that the water was left in the cask after the underwater loading operation and that the procedures used to dry the cask were inadequate.

The newly-approved procedures include vacuum drying the cask prior _to shipment.

l Loll-LEVEL WASTE MAliAGEMENT Mixed Waste Workshops I

~NRC staff participated in the fourth of a series of Mixed Waste Workshops that provide State and Environmental Protection Agency (EPA) inspectors with information'on mixed wastes. The workshop was held in Denver, Colorado, on June 19-21.

(The next workshop is scheduled for July 31-August 2 in Buffalo, New York.) These workshops include discussions of the types of mixed. wastes, the roles of variout Federal and State agencies, basic radiation health l

physics, the permitting process for Resource Conservation and Recovery Act L

(RCRA) hazardous wastes, and NRC's licensing process.

of the interactions of heat, mechanical 1rading, and groundwater flow in rock masses near emplaced high-level radioacti/e waste).

The Rock Joints Conference, organized by the Norwegian Geotechnical Institute, l

had sections on characterization, mechan cal properties, hydraulic properties, dynamic properties, coupled behavior, anf constitutive models. The papers presented concerned both fundamental roc:-mecLanical issues in these areas and applications including HLW disposal. Papers applicable to HLW disposal were presented on shear behavior of joints in welded tuff, shear strength of rock l

joints in granite, the effects of rock stresses on the opening and closing of i

fractures through which groundwater and radionuclides can move, characterization of fracture apertures, and thermorechanical effects on groundwater flow.

l The Workshop on Scale Effects on Rock Masses, organized by the Portuguese H

National Civil Engineering Laboratory, had sections-on scale effects in the determination of deformability and strength of intact rock and joints, deformability and strength of rock masses, and internal stresses in rock masses.

i Scale effects on hydrogeological characteristics also received some attention ~in the section on internal stresses in rock masses.

I The meeting on DECOVALEX had representatives from NRC, Lawrence Berkeley Laboratory for DOE, Sweden's Nuclear Power Inspectorate, France, Japan, the United Kingdom, Finland, Norway, Switzerland, and the International Atonic Energy Agency. Professor Owe Stephansson of Lulea University of Technology in-Sweden convened the meeting to find out if there is sufficient international

-interest to carry out DECOVALEX as an international project similar to INTRAVAL (in-kind contributions), the highly successful international effort on radio-nuclide transport model validation that SKI manages and coordinates.

Diagnostic Evaluation and Incident Investigation Branch (DE!!B)

On June 25-29, the Zion Diagnostic Evaluation Team completed its onsite evaluation efforts. On June 29, the Zion team manager provided a briefing for the licensee on the preliminary evaluation. The Zion team will return to Headquarters on July 2 to complete its in-office evaluation of the information

' collected while onsite and to begin initial preparation of the Diagnostic Evaluation Team report.

. Technical Training Center (TTC)

On June 25-27, 1990, an NRC Inspection Manual Chapter (MC) 1245 Review Group meeting was conducted at the-TTC. This MC is associated with inspector qualifications.

The meeting was attended by management representatives from NRR, Regions I, II, IV, and V.

The major acenda for the meeting involved a correlation of CORE inspection program modules with training mandated by IMC'124S and a review of the existing or planned training requirements in IMC 1245 in light of the regulatory impact survey results.

It was determined that meetings of the NRC Inspection Manual Chapter 1245 Review Gruup would be necessary at approximately two-month intervals for approximately the next year in-order to address all issues.

4 Office of Governmental and Public Affairs Items of Interest Week Ending June 29, 1990 State Programs Health Physics Society and American Academy of Heulth Physics Meetings Vandy Miller, Assistant Director, State Aoreements Program, and Joel Lubenau, State Programs, participated in the 35th Annual Meeting of the Health Physics Society on June 24-28, 1990 in Anaheim, California. Mr. Lubenau presented a paper on the l

subject of radioactivity in metal scrap and discussed the General License concept.

Rocketdyne Interaoency Working Group Meeting Dean Kunihiro, Region V State Liaison Officer, participated in a Rocketdyne Interagency Working Group meeting on June 25, 1990 in Simi Valley, California.

Concerns were again raised by the public participants that the NRC's radiation protection standards were outdated.

FEMA-USDA Emergency Plannina Workshop Charles Hackney, Region IV State Liaison Officer, attended a workshop sponsored by the Federal Emergency Management Agency and the U. S. Department of Agriculture on June 26-29, 1990 in Baton Rouge, Louisiana. The subject nf the workshop was protecting the public and its food supply in the event of offsite releases as a result of an accident at a nuclear facility.

Calvert Cliffs Public Meetir.c l

A public meeting was held for residents around the Calvert Cliffs Nuclear Power Plant on June 27, 1990 in Selomon, Maryland. The purpose of the meeting was to discuss the licensee's performance improvement plan and the implementation of the plan. The staff responded to a few questions from the public.

Alabana Radiation Control Procram Review Visit Richard Woodruff, Region II State Agreements Officer, visited the Alabama Radiation Control Program on June 27-29, 1990 in Montgomery, Alabama. The purpose of the visit is to assess the status of the State's program and to assist tb: State in preparing for its upcoming review.

Office of Administration Items of Interest Week Ending June 29, 1990 Small Purchases Competition Threshold The Federal Acquisition Regulation (FAR) has been amended to permit noncompetitive purchases of $2,500 or less. The previous threshold required open competition for purchases above $1,000, Conflict of Interest Issues ADM staff (E. Halman, M. Mattia and T. Hagan), OGC (B. Kildee) and GPA (B.. Keeling), met with Rick Goodman of Senator Pryor's Government Operations Committee Staff to discuss documentation supporting several L

NRC contracts. The Committee is primarily interested in organizational conflict of interest issues and the use of contracts to perform l

governmental functions.

The NRC staff responded to all of Mr. Goodman's questions and expects to have some follow-up discussions with staff of the GAO.

It does.not appear that the Committee has any significant concerns regarding NC contracting practices but will continue its fact finding process.

Civil Penalty Paid Joian F. Kennedy Medical Center, Edison, New Jersey, paid the civil penalty in the amount of $1,250. The action was based on an incident involving a thera-peutic misadministration to a patient undergoing brachytherapy treatment to the lung. The misadministration occurred when the brachytherapy seeds (84 milli-curies of Ir-192) were dislodged from the treatment area within the patient's lung. The seeds, encased in a plastic ribbon, then were mistakenly taped to the patient's face by)the attending nurse.

The violations associated with this-incident involve:

(1 failure to follow daily operations procedures in that the nurse was not briefed concerning radiation safety precautions associated i

with the care of the patient who had received the brachytherapy implant and l_

(2) failure by the Radiation Safety Officer to establish an adeouate procedure for ensuring that the patient's room was adeouately surveyed (evaluated) by j

the nurse prior to entry.

l Second Building Status On June 28, Mr. Springer participated in a workir.g session with the GSA negotiating team and the White Flint North Partnership negotiating team to discuss the terms and final wording of a lease agreement for the second i

building. The three hour session did not result in t.capletion of the task and resumption of the talks is scheduled for July 2.

Both the Government

.and.the Partnership participants are hopeful that the lease will be put in final form before the developer presents a final site plan proposal to the Montgomery County Planning Board on July 12.

OUFN Cafeteria Construction work on the cafeteria was completed during the week. On June 27, upon completion of a contest among NRC employees to name the cafeteria, we completed the design review of the new cafeteria logo, the menu board and other signs. The name selected is "New Reg Cafe."

We met with representatives of Blind Industries and Services of Maryland, GSA's Concessions Group, and the operator, Nelson Garber, on June 27 to discuss last-minute issues related to the installation and hookup of equ!sment and (Se opening schedule. Blind Industries indicated that they wotJ6 not be ready for opening before July 16.

Mr. Garber, and his wife Susan will operate the New Reg Cafe, which they hope to open for business on a limited basis on July 16. A formal opening with appropriate fanfare is planned for July 23.

Nine Mile Point Unit 2 SLC Outside the Design Bases On June 22, 1990, during a telephone conference call, Nine Mile Point, Unit No. 2 notified Region I and headquarters that certain aspects of the standby liquid control system did not meet the design criteria as stated in the Updated Final Safety Analysis Report. The condition was identified during a snubber reduction review of the piping systems. The architect-engineer, Stone and Webster, used methods that were essentially less conservative than those described in the FSA't.

Specifically:

1.

Some highly stressed components were qualified using allowable stress values based on the certified material test report values.

2.

The outbuard containment isolation valves contain eccentric loads that were not properly modelled.

3.

The stress intensificatien factors for socket welded.end preparations were not included in the analysis.

4.

The seismic analysis by the independent support motion method in con,iunction with ASME code case N-411 was used in lieu of the envelope response method.

The licensee made independent calculations to determine that the system meets interin operability criteria. These criteria will be reviewed by NRR to determine acceptability. The licensee is also sending an opera-4 i

bility statenent, due to the region on June 26, 1990, describing the rationale for continued operation and their basis for confidence that other plant systems can meet the interim criteria or design basis.

E The licensee requested an extension, to June 29 or sooner, to the due date l'

for their letter which will describe their rationale for continued operation. The licensee stated they needed more time to address ~the l '

' broader issues that will form the basis for the operability statement.

The licensee proposed to:

1 and Mr. Jerry Roth, Project Engineer, will tour the UNC-Naval Products facility to. obtain general site orientation and information concerning the fabrication of fuel bearing components for the United States Navy nuclear propulsion program. UNC management recently announced plans to shut down the facility over the next two years as a result of Department of Defense budget limitations.

Seabrook At 12:24 a.m., June 27, the generator was placed on the grid. The operators had steam generator level control problems while shifting feedwater flow from-the bypass valves to the feed-reg valves,-but were-able to do so without initiating a reactor protection signal. This was the first such problem at Seabrook after the last startup, a time constant in the feedwater regulating control system was changed to provide better level control above 30f power, based on a Westinghouse recommendation.

The licensee is considering using the old time constant for startup and changing it for higher power operation.

Power was held at 270 MWe (26.2%) for review of neutral ground line recorded data.

It was. concluded that the 180 Hz ground fault relay, which initiated the June 21 scram, may have to be permanently deactivated due to the main generator neutral ground line having one-third the expected 180 Hz voltage content. That relay is currently deactivated, with its neutral ground:line potential transformer secondary winding separately instrumented and recorded. A similar experience lead Northeast Utilities to disconnect, l

the corresponding relay on Millstone 1 and 2 and omit it from Unit 3.

The 60 Hz fault protective relay remains operable, but cannot detect grounds 1'

in the lower voltage portions of the generator armature.

l Power ascension to 67% for core physics checks is in' progress (at 5%/ hour l

to 50% power and 3%/ hour above 50% for fuel conditioning).

Virginia Electric and Power Conoany On June 25. J. O'Hanlon of Virginia Electric and Power Company was in-the Region II Office to discuss the atatus of the EP program and the August full scale drill at their North Anna Nuclear Power Station. Significant issues discussed included Emergency Action Level upgrade, completion of plan upgrades, and future exercise and drill schedule.

On June 26, representatives from the Virginia Electric and Power Company were meeting with members of the Safeguards Staff to discuss proposed changes to the Virginia Power Security Plans.

Georgia Power Company On June 28, selected members of the Regional staff and representatives from NRR were in Birmingham, Alabama attending a Georgia Power Company /NRC Regulatory Compliance Interface meeting.

U. S. Navy Master Materials License On June 25, J. P. Steht attended the quarterly meeting held in Crystal City, Virginia of the Navy Radiation Safety Committee.

In addition to the routine agenda, items of mutual interest were discussed, such as their implementation of 10 CFR 35 for U. S. Navy permittees.

Clinton Nuclear Power Station An Enforcement Conference was conducted by Mr. A. Bert Davis, Regional Administrator, and Mr. Edward G. Greenman, Director, Division of Reactor Proiects, on June 29, 1990 in the Region III Office. This Enforcement Conference was held with a Senior Reactor Operator (SRO) to discuss the individual's responsibilities during the April 11, 1990, control rod withdrawal event.

Below Reoulatory Concern The Division of Radiation Safety and Safeguards conducted an all staff.

briefing of the new NRC Policy Statement regarding BRC. The briefing consisted of explaining the policy's objectives, dose criteria bases, and its implementation.

D. C. Cook / Big Rock Point Nuclear Plants Comissioner. Rogers, accompanied by Mr. H. J. Miller, Director, Division of Reactor Safety, visited the D. C. Cook Nuclear Plant on June 27, 1990, and the Big Rock Point Nuclear Plant on June 28, 1990.

4 Zion Nuclear Power Station i

The second phase of the Zion Diagnostic Evaluation Team inspection will be completed on June 29, 1990. The DET will hold a mini exit with the licensee management to summarize the team's observations during the inspection. Mr. John Zwolinski, Assistant Director for Region III Reactors, Mr. Martin Farber, Section Chief Branch 1. Division of Reactor Projects, Region III, and other staff members will attend the exit.

5.

Licensee Informatien Conference On--June 25-26, 1990, the NRC hosted a Region-III Licensee Regulatory Information Conference at the Ramada O' Hare Hotel.. Approximately 200 representatives-from utility licensees and the NRC participated in the conference.

6.

Perry Nuclear Power Plant On June 24, 1990, while performing a main steam isolation valve (MSIV) slow closure surveillance, the control' room operators exceeded the licensed core thermal power of 100 percent. The test equipment malfunctioned and the operator closed the MSIV more than 10 percent which resulted in increased reactor pressere and core thermal power. Reactor Power exceeded the licensed limit of 100 percent. The operator immediately opened the MSIV after recei"ing control room indication of increesed reactor power.

l Th'e control room supervision was not aware of.the potential seriousness of the event, and no immediate investication was begun. Due to the delay in the initiation of licensee's investigation, Emergency Response Information System (ERIS) data was lost. A licensee worst case reactor angineering analysis determined that core thermal power could have reached 105.1 percent for less than two seconds during the event.

A regional reactor physics specialist, who was on site performing a engineering inspection at the time of the event, and the resident inspector, are followirg up on the event. Preliminary indications are-that control room operator actions during the event were appropriate but licensee followup was weak.

Unintentional Overexposure of Infant's Thyroid On June 27, 1990, Tripler. Army Medical Center reported to Region V that en infant (8 pounds)hadreceived?500-7800 rads to its thyroid.-

The mother was administered 4.89 millicuries of iodine-131 for a diagnostic whole body scan on June 19, 1990. Although she was not instructed to stop breast feeding, she was concerned about the situation and did not feed her inf: lt until 9:00 p.m. that evening.

When she returned to Tripler on June 21,.1990, and was scanned, it was discovered that the iodine had concentrated in'her breasts; there was no thyroid uptake because of previous thyroid disease. The concentration of iodine-131 in the milk was found to be 0.48 microcuries per milliliter.

The infant's intake was estimated at 900 1000 milliliters of milk =per day. A-literature search by the Radiation Protection Officer (RPO) indicated that a 1 microcurie intake in a newborn would cause a 16 rad dnse. Hence, the RPO estimated a thyroid. dose of approximately 7680 rads.

A scan of the infant's thyroiti indicated a significant Uptake of iodire.

Recion V and NMSS have been in contact with a medical consultant from the Oak Ridge National Laboratory REACTS Group. Region V is dispatching a 4

Radiation Specielist Inspector to investigate the incident.

2.

The consolidation of organizations will in effect divide the Rancho Seco organizatinns between D. This concluded an extended outage which began March 5,1989 to resolve problams encountered with Unit 3 during a March 3, 1989 trip. The outage consisted of -

refueling and extensive reviews and modifications, including: installation of Atmospheric Dump Valve (ADV) block valves and changes to the ADYs, steam bypass control valves, and emergency lighting. Unit 1 is the last.
