The purpose of this letter is to confirm our understanding of Northeast Utilities' (NU) position on providing the NRC access to internal or third party evaluation and assessment reports, and q

l Raymond, Senior Resident Inspector, Millstone Nuclear Power Station,'on April 26,1990. - Our understanding of the NU position is as follows:
NU has granted, and will grant, NRC awess to assessment reports -

dealing with matters deemed by NU to be within the realm of NRC

- regulatory jurisdiction, such as those dealing with question's of y;
1 safety ethic, harassment under 10 CFR 50.7,- or other technical or.
I management issues related to plant safety. Reports on issues deemed by NU to be not of regulatory interest will be withheld or ll.1 otherwise not disclosed outside the company. The reason for this E
position is to proteit the pledge of confidentiality 1made by

management to NU employees who voluntarily participate in such

~ We do not agree that NRC 's access to reports is limited to those deemed by NU to be within 1
- NRC jurisdiction. The determination.of NRC's safety information needs will be made by the L
NRC in accordance with the Atomic Energy Act and Commission regulations.
