Pursuant to.10 CFR 50.90, Commonwealth Edison proposes to amend Appendix A, Technical Specifications to Facility Operating Licenses.DPR-29.and DPR-30 for the Quad C1 ties-Nuclear Power Station; The proposed Technical Specification. reflects a'HPCI area; fire protection sy"cem modification which l

replaces spot-type heat detectors with a< linear heat detector. -Commonwealth Edison initiated the development-of the. modification.due to the spurious actuation of the sprinkler system in the HPCILroom which rendered thetHPCI system inoperable for a period of time.

The modification 1s-intended.to provide additional reliability of the fire protection system._ The proposed amendments are delineated in Attachment 1 and further discussed in~ Attachments 2 and 3.'

Since November 28, 1989, the HPCI fire detection system _for Units 1 and 2 has been removed from service ~to prevent any further spurious. operation

'by the fire protection system.

Compensatory measures have been established since the removal of.t.he-system from service.

The modification design work will be completed in-late July and therefore Commonwealth Edison requests your Staff's approval of the proposed amendment no later than October 12, 1990, h0[ bo

The' proposed' amendments have been reviewed in accordants with.10 CFR 50.92(c) and it bas been determined that the proposed aw.endment'does nct' 1

involve a significant hazards consideration.
