s NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U.S. Nuclear Regulatory Comission (Comission) has issued Amendment y

i No. 39 to Facility Operating License No. HPF-62 issued to the-Illinois Power Company (IP), and Soyland Power Cooperative, Inc.

(thelicensee) for operation of the Clinton Power Station, Unit 1, located in DeWitt County, Illinois. The amendment was effective as of the date of issuance.

~The amendment changed the Technical Specifications related to Surveillance Requirement 4.4.3.2.1 for Reactor Coolant System laakage detection. The change indicates that the drywell floor and equipment drain sump leak detection system instrumentation does not include direct quantitative _ indication of sump' level and.that the drywell atmospheric o.(

radioactivity leak. detection system instrumentation does not quantify leakage.

The Commission has prepared an Environmental At sessment and Fii. ding of No Significant Impact related to this action and has determined not to prepare an environmental impact statement.

Based upon the environmental assessment, the Commission has concluded that the issuance of this amendment will not have a significant effect on the quality of the human envirorment.
