Itihas recently come to my attention that the By-products-Utilisation-ProgramL(BUP), Ebeing carried out by the Department-of J Energy, is seeking:NRC certification of, Cesium-137, sources contained in "WESF" capsules for use as sealed gamma-ray sources in commercial irradiators.-
As you may or may(not be-aware, the 0.s.-Realth Care.in'dustry; is largely reliant'on foreign sources for supplies of Cobalt-60,'a which is presently used as a' gamma-ray source for medica 1' product-sterilization irradiators.
It11s my understanding that even these foreign-supplies of Co-60: are on allocation due to demand increases exceeding current supplies.
Furthermore, the pending 4
restrictions on the use-of-Ethylene oxide' Gas (a' common
~
l alternative-to gamma sterilization), coupled with new q
applications of irradiation technology, such as disinfestation'of food products. and. waste treatment of sewage sludges, will 4
obviously place additional-pressure on the' supply situation..
r I have recent1'y noted the keen interest shown by private j
industry in the use of Cesium-137 as a substitute for Cobalt l in medical-products irradiators._ I am encouraged by the L
responsiveness of the: private; sector to DOE's Byproducts
(
Utilization program,-as it demonstrates:the effectiveness of DOE's technology tranafer offorts within-this program.
Ultimately, the successful commercialization of Cs-137:
i irradiation techniques will move this country away from.its i
dependence on foreign supplies of radioisotopes..

.I would hope that the NRC's certification of the "WESF" capsules and processing of license applitations is proceeding in a timely manner and in the same; spirit of cooperation that is evidenced by DOE.
Any unnecessary delays'in license application eviews would not only threaten the viability of currently-lanned programs, but would also discourage any further public-i sector interest in the use of Cs-137 for sterilization-purposes.
