Dear Mr. Beach:

A review has been made of the items of past inspection reports for the docket 50-602 construction permit. The attached information updates the status on each item.

Efforts to reasonably complete items within the constraints of no material license are complete. Three exceptions exist. 1.) Minor joint leakage still occurs in the reactor bay area. This is a fraction of the original problem. Leaks at horizontal joints have been corrected. The vertical joints require 4-8 hours work to correct. A review of the products for, this work is in progress. A corrective repair has been made of one leak in the horizontal joint at the coolant treatment room.

2.) A manufacturing deficiency has been found in the HEPA filter caisson. The unit has been returned to the manufacturer for corrective work. System will be retested after corrective work and as part of the acceptance of any work. Depending on the extent of the work installation may occur as early as the first week in July. 3.) Procedures i to move the cobalt-60 source are pending identification of a cask. i Development time for these procedures is expected to be less than 2

., man days. There is ample time to adequately address this item in the natural course of preparations and procurement of equipment.

A request is made to complete the final inspection . Status of the facility, equipment, procedures and documentation should be sufficient to demonstrate that the requesting facility is ready, capable and has met all the criteria for protection of public health and safety. Those remaining exceptions are noted and a commitment exists to complete these items as per the requirements of the original construction specifications.

Each of the items are_ to be completed prior to_ operational use of the subject equipment. Resisions to facility documents are in progress as part of the review by Mr. Al Adams and. NETL staff.
