NOTICE OF ISSUANCE OF AMENDMENT TO

PROVISINAL OPERATING LICENSE The U.S. Nuclear Regulatory Commission (Commission) has issued Amendment-E' No.140 to Provisional Operating License No. DPR-16 issued to GPU Nuclear Corporation, (the licensee), which revised the Technical Specifications for operation of the Oyster Creek Nuclear Generating Station located in Ocean County, New Jersey.

The amendment is effective as of the date of issuance.

The amendment revises Technical Specification 3.3.F.2.

Specifically, the change would include' limitations on operation with an idle recirculation loop e

which is isolated. A revision to Section 3.3 and 3.10 bases would also be needed to reflect this change.

The application for the amendment complies with the standards and requirementsoftheAtomicEnergyActof1954,asamended(theAct),and the Commission's rules and regulations.

The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the' license amendment.

g Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER on April 10, 1990 (55 FR 13341). No request for a hearing or petition for leave to intervene was filed following this notice.

action and has determined not to prepare an environmental impact statement.
