NPF-87. The enclosed License Amendment Request (LAR) proposes a revision to -

Technical- Specification Sections 3/4.2.1, 4.2.2, and 6.9.1.6 and updates the- ,

Bases to 3/4.2.1. Technical Specification 3/4.2.2 requires the heat flux hot l

' channel factor (FQ ) to be determined within its limits by evaluation of the l radial peaking factor (Fxv). The proposed LAR will permit using margin to  !

the Fxy limit by restricting reactor power maneuvering within a specified power range (Base Load Operation).

While the change proposed in this'LAR is not required to address an immediate safety concern, incorporation of this change would allow the use of available margin and provide for a more exact evaluation to determine that Fg is I r within its limit. Accordingly, TV Electric desires to implement the requested change as soon as possible and therefore, requests timely review and approval '

l of this LAR by the NRC. TU Electric requests that the revised Technical Specifications be made effective immediately upon issuance of the license amendment by the NRC.
