Northern States Power Company, a Minnesota corporation, requests authorization for changes to the Technical Specifications as shown on the attachments labeled Exhibit A and Exhibit B. Exhibit A describes the proposed changes along with reasons for this change. Exhibit B is a-set of Technical Specification pages incorporating the proposed changes.

This request contains no restricted or other defense information.

EXHIBIT A 1 Prairie Island Nuclear Generating Plant-I License Amendment Request Dated August 6, 1982 i-Proposed Changes to the Technical Specifications

Appendix A of Operating' Licenses DPR-42 and DPR 4 ,

Pursuant to 10 CFR 50.59 and 50.90, the holders of Operating Licenses DPR-42 and DPR-60 hereby propose the following changes to Appendix A, Technical Specification:

1. Table TS.4.1 - 2A, Minimum Frequencies for Equipment Tests.

Proposed Change Add a footnote to item 11 in the table as shown on Exhibit' B.

L Reason for Change

! This waiver of the end of cycle turbine valve test is needed because, as the unit nears end of cycle core life with the accompanying low

boron concentrations, the load reduction to'50% power to do the test becomes difficult. The xenon transients and flux tilts become: difficult-to control when the plant is at a low boron concentration.

i l Khen using boron to control the reactor at low boron ~ concentrations, the plant uses many gallons of water' and/or many cubic feet of resin 4 to remove the boron. This increases the amount of radioactive waste

! requiring treatment and shipping along with additional exposure to personnel processing the water or the resin for disposal. . The _ plant

also goes through another' unnecessary transient. Prudent operating practice and radiation level reduction are sound reasons to minimize power cycling near the end of a cycle.

Safety Evaluation

, Since the beginning of plant operation we have 'not had an instance

! when ' the turbine _ valves did not close during testing. 'The two units

{ are operating on AVT secondary water chemistry . control. Unit'2 has l always been on AVT and Unit 1 operated on phosphate chemistry control j for only a short time.

l With AVT chemistry, the possibility of a sticky turbine valve is reduced.

l If the plant power is reduced to 50% near the end of cycle for any other j reason, the plant would do the turbine valve test.

i As noted in Exhibit B, we request waiver of the turbine valve test when boron concentration is below 150 ppm. When a unit load follows

at 100 ppm, it requires twice as much water as it does at 200 ppm.

Since dilution increases exponentially as concentration decreases, the 150 ppm limit eliminates this area of highest dilution. The time j limit of 60 days ' establishes an upper limit on waiver of- the test.
