Subject: NRC Region I Combined Inspection Report Nos. 50-213/82-13,
50-245/82-14, 50-336/82-15 and 50-423/82-07
This refers to a special inspection conducted by Mr. E. Wojnas of this office
on June 7 and 8,1982, of your prompt public notification system activities at
Haddam Neck Plant and Millstone Nuclear Power Station, and to discussion; of
our findings with Messrs. F. Sears, R. Rogers, and R. Brisco of your staff at-
the conclusion of the inspection.
Thi; inspection of your prompt public notification / warning system was conducted
to determine whether your system has been installed and tested.
Final determin-
ation if your system meets the design objectives of NUREG-0654, Appendix 3,
will be made by NRC and FEMA in the near future.
Our interim findings indicate that, although you did not meet the February 1,
1982 installation date, your system appears to meet the requirements of 10 CFR 50, Aprendix E,Section IV.D.3.

The enclosed copj of our inspection report identifies areas examined during
the inspection. Within these areas, the inspector reviewed selected equipment,
procedures, and interviewed pe sonnel.
No items of noncompliance with NRC requirements were identified during the
course of this inspection.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures
will be placed in the NRC Public Document Room unless you notify this office,
by telephone, within ten days of the date of this letter and submit written
application to withhold information contained therein within thirty days of
the date of this letter.
Such application must be consistent with the require-
ments of 2.790(b)(1)., The telWme notification of your intent to request
