On July 6, 1982, Ohio Citizens for Responsible Energy filed a " Notice Of Intent To File New Contentions Based On the SER,"

requesting that contentions based on the SER and filed by August 18, 1982, be considered timely. The Licensing Board, of course, cannot rule on the timeliness of a contention before the con-tention has been filed.
